Toward a Locke-Burke Theory of Conservative Libertarian Secessionist Government

 

The father of Anglo-conservative thought Edmund Burke famously criticized John Locke for his belief in universal human rights. It was not that Burke believed in tyranny. On the contrary, Burke believed that liberty was best protected within a particular tradition. As such he believed that Englishmen had rights that came not from nature but from the particular development of English institutions. This served as the foundation for one of his major objections to the French Revolution. The French had good reason to object to the government of Louis XVI in 1789. Following the model of the English Glorious Revolution of 1688, what the French should have done was turn to French history, recognizing that French monarchial absolutism was really an invention of the seventeenth century, and reformed French political institutions to bring them back in line with French tradition. What the French did instead was claim to be acting in the name of the universal principles of liberty, equality, and fraternity, things that only existed in their philosophy books. Because universal rights are imaginary constructs in people's heads, the French, unwittingly, unleashed chaos among themselves. Now everyone was licensed to engage in violence in the name of protecting their rights as they understood them. This led to the Reign of Terror and ultimately to the dictatorship of Napoleon.  

As a product of the American conservative tradition, I have been raised with the paradox that my political tradition is John Locke as mediated through the American Revolution. This means that I have the right to overthrow my government if it violates my right to life, liberty, and the pursuit of happiness. This doctrine is kept in check from turning into the French Revolution by a "Burkean" reverence for the Constitution. One thinks of the example of Sen. Barry Goldwater, whose conservatism did not mean going back to the Hanoverian dynasty but the Constitution. This marriage between Locke and Burke, while it has its tensions, is far more workable than it might first appear. For me, this is possible because I am also a libertarian, who believes that government is inherently illegitimate.      

I confess to being agnostic about the nature of rights and their origins, but I am an ethical individualist. My starting point for ethics is that of individuals and not groups. It is individuals who negotiate social contracts where we agree not to do bad things to other people in return for those people not doing bad things against us. This is simply an empirical fact. Every child on a playground learns fairly quickly that other children will hurt them if they pick a fight. As such, it is best not to go around picking fights. That being said, there are going to be bullies who will attack you no matter what so, therefore, you have no choice but to fight back.  

Following this logic, I have the right to shoot the person who comes to my door to collect taxes. I never agreed to pay taxes. As such, the tax person is a bullying thief, who should be resisted. It is here that my inner Burke, recognizing how truly monstrous such a conclusion is, applies the breaks. One, while it might be my right to fight a rebellion rather than pay taxes, it is hardly in my self-interest to do so. I have no desire to declare to a bombed-out civilization that I was in the right. (Admittedly, part of me would take great pleasure in doing this, but the sane part of me would honestly be horrified at the thought.) Second, I assume that the tax person is actually a decent fellow at heart. They probably do not want to initiate violence. They did not create our political system. They are simply doing their best with the system that they are given. It is hardly obvious to me that they are wrong so I should give them the benefit of the doubt in assuming that they at least doing what they think is right. As such, while I am not saying that it is ok to be a tax collector, I am willing to grant them absolution for their actions. 

This leads to the conclusion that, while, in theory, I may have the right to rebel against any government that is not of my choosing, essentially all governments that have ever existed, I accept that this right is trumped by any government founded upon conservative principles. By this, I mean the notion that there are institutions that have evolved among humans even though they are likely not of human design. These institutions facilitate human flourishing even if they are incredibly flawed. As such, one does not have the right to tear these institutions down, causing great harm to the public, simply in the name of abstract principles. If a traditional hereditary monarch were to come to my door and ask me to pay taxes as my ancestors paid to their ancestors, I would bend a knee and pay. How much more so, if I were to be asked by a president acting to honestly hold up the Constitution, such as an alternative universe Barry Goldwater?

It is here that not only does my Burke make me a conservative, but so does my Locke. While my Burke forces me to quiet my Locke in obedience to a conservative government, it is that quiet but still essential Locke inside of me that allows me to resist revolutionary or progressive governments. By this, I mean governments that gain their authority from the belief that their leaders have the right to refashion society based on their preferred theory that they learned about from a philosophy book. Such a person has no absolution for their actions. They believe that their actions are not merely making the best of an imperfect situation but are achieving justice. As such they must be held accountable for every act of violence they cause to be committed. If revolutionary progressives are going to force their version of justice on me, I have the right to strike back by insisting upon my justice, which declares them to be thieves or even murderers and grants me the right to secede and create my own government.   

It should be noted that Burke himself supported the American Revolution. As Yuval Levine argues, this was not because Burke believed in life, liberty, and the pursuit of happiness as universally valid principles. For Burke, it was Parliament that had violated traditional norms by trying to directly tax the colonies. As such, the colonists were the ones trying to defend their traditional rights as Englishmen as best they could. In essence, while most people today focus on the first part of the Declaration of Independence and ignore the rest, Burke ignored the first part but accepted the rest.

In Search of the People (Part I)


We have previously discussed the role of Motte and Bailey tactics in leftist revolutionary thought. Words like critical thinking, education, racism, oppression, and genocide do not mean what most people think they mean. Specifically, they have nothing to do with physical violence, teaching people to read and think for themselves. Instead, these words are simply reduced to matters of whether you support the leftist revolutionary agenda. If you do not, then you are guilty of racism, oppression, and genocide. If you are a parent or teacher, you are guilty of failing to educate children and teach them critical thinking skills. Because of this, leftist revolutionaries are justified in using violence against you.

Here, I would like to turn to the word “people.” Within classical liberal thought, people are important in the sense that everyone should have equal rights and be equal before the law regardless of their birth or personal wealth. For leftist revolutionaries, while they pretend to support the masses, in actuality the People are those who support leftist revolutionaries as opposed to the vast majority of individuals who live in a country who are alienated from themselves and suffer from false consciousness. This has important implications for democracy. Democracy, for leftist revolutionaries, is about not elections and rule by the majority of voters. On the contrary, a country like North Korea is a true people’s democracy as Kim Jong Un represents the true consciousness of the People. This notion of the people goes back to Rousseau, who had even greater contempt for the masses than even Plato.   

Much of the story of leftist revolutionary movements can be seen as a search for the People. Leftist revolutionary intellectuals can never be more than a small percentage of any society. In order to seize power, they have needed to hold up some larger group and pretend to rule in their name. This has meant finding a group that not only is physically oppressed and demands reforms but is so alienated from the rest of society that their needs can only be satisfied through a complete revolution.

Consider the example of the French Revolution. The French political system in 1789 was in need of reform such as the elimination of feudal privileges and that the monarch should share power with a national assembly. These were things for which there was widespread support throughout French society. The problem for the French Revolution was what to do after the low-hanging fruit was dealt with in the summer of 1789. There was no national consensus for any truly revolutionary changes. As such, the radicals of the revolution ran into stiff opposition not just from aristocrats who fled abroad and supported foreign invasion to restore the ancient regime, but also from peasants. 

This challenge to the Revolution helped bring about the Reign of Terror. Robespierre was faced with the problem that for all his talk about the People, the majority of actual people in France were quite counter-revolutionary. As a Rousseauian, Robespierre’s solution was simply to define the People as those who supported the Jacobins, with himself then as the embodiment of the will of the People. He could then commit mass murder against Frenchmen in the name of the People and turn himself into a dictator. As the majority of Frenchmen lacked a revolutionary consciousness, they did not count as the People. As such, they needed to be reeducated or killed in order for the real people to come into themselves.

One of the main ways that the French Revolution influenced classical Marxism is that it taught Marxists to distinguish between peasants and urban workers and assume that only rural workers counted as the People. Peasants lacked a revolutionary consciousness. They still clung to Christian beliefs and the land that they worked on. Allow for some basic land reform to turn peasants into small landowners and peasants would turn into the staunchest defenders of the establishment. By contrast, Marxists assumed that urban workers could be turned into a properly revolutionary class. By moving to the city, workers could be assumed to have dropped their Christianity and their dreams of owning some land or a small business. Trapped under the heel of a capitalist boss, the worker would have no choice but to embrace a total revolution of society.

The main threat to urban workers developing a revolutionary consciousness was nationalism. Workers, having abandoned their precocial identity as living in a village or province, might, upon moving to large cities, choose to identify with the nation and believe that they could improve their lot by engaging in national politics instead of a global revolution. As such, nationalism needed to be denounced. Those who believed in their nation could not be the People. 

The classical Marxist opposition to the bourgeoise, religion, and nationalism helps explain the deeply seeded anti-Semitism within Marxism and the wider left. Historically, Jews have functioned as an economic class, a religion, and as an ethnicity. All three of these manifestations of Judaism were problematic from a Marxist perspective. Obviously, Marxists could not accept the role that Jews have historically played as merchants and moneylenders. Jews also needed to abandon their beliefs in being chosen by God. Finally, Jews could no longer think of themselves as a people but instead should assimilate into the wider human family. Take away Judaism as an economic class, a religion, and an ethnicity and there is nothing left. As such, for Marxists, Jews did not exist as a people and Judaism needed to disappear. Only by abandoning Jewish peoplehood could Judaism join the People. 

One of the ironies of Marxist anti-Semitism is that it was not lessened by the large numbers of Jewish Marxists. On the contrary, Jewish Marxists promoted anti-Semitism. To be accepted as a Marxist, a Jew needed to demonstrate that they rejected everything about Judaism. At most a non-particularist version of Judaism (Tikkun Olam) could be allowed to survive. Such a Judaism is not any kind of Judaism at all but it is useful for covering the fact that the goal is the elimination of Judaism. Following this logic, Jewish identity could be allowed as long as a Jew used their position as a Jew to denounce Judaism and argue that they were not being anti-Semitic in doing so on the grounds that they were Jewish and were fulfilling the true Jewish spirit of humanistic universalism.

The American God, Abraham Lincoln: A Dispatch From a Time-Traveling Anthropologist From Ancient Greece

 


A useful thought experiment for historians is to imagine the kinds of mistakes that someone writing from a different time and place could fall into when attempting to describe our society, particularly if they are already beginning with limited sources of information. This serves to open the historian to the possibility that, as an outsider writing with limited information, he is making equally egregious mistakes about past societies. An example I recently gave some of my students was to imagine what a time-traveling anthropologist from ancient Greece might write about the Lincoln Memorial. It would be obvious to him that the Lincoln Memorial is based on a Greek temple. This resemblance, though, could all too easily become a trap. 

Abraham Lincoln came from humble origins. He gained the presidency out of nowhere without any significant political experience. He then held the nation together through a bloody civil war, only to die tragically soon after victory was won. In looking back at his achievements, it became clear to the American people that Lincoln was really a god who had come down in human form among them to preserve their nation in difficult times. As such, the American people built a temple in Lincoln's honor. Like most civilized temples, the Lincoln Memorial Temple consists of columns to allow for open space with a statue of the god looking out. Above the god's statue is a sign telling everyone that this is a temple. Every year, tens of thousands of Americans visit this shrine to pay homage to this god by reading selections of his speeches placed on the walls of the temple.

When I inquired about their god, Lincoln, many Americans objected, finding the use of the term "god" offensive. Americans claim to practice monotheism, the worship of only one god. This position stops Americans from openly worshipping the variety of powers manifest in nature. As it is only natural, for people to worship the gods they see around them, Americans are forced to pretend to only worship their supreme god Jesus while labeling their other gods as founding fathers, saints, or celebrities. On top of this, Americans pretend that their politics are secular, divorced from the worship even of their Jesus god as if it were possible to separate the actions of a government from the veneration of the gods. Why would anyone obey rulers who did not have the blessing of the gods?    

To be clear, Americans do not place Lincoln on par with Jesus. That being said, both Lincoln and Jesus have their birthdays celebrated as national holidays. Lincoln has the advantage that he is a native god as opposed to Jesus who first arose among Middle Eastern Jews. Since the United States is a young country, there is a shortage of native gods to worship. As such, Americans are eager for gods of their own to replace the foreign gods that have been brought to their shores. 

Recent years have seen the rise of a new cult of Wokism to challenge the traditional American gods. This new Woke cult has been driven by people who, until a few decades ago, were largely shut out of political life though it receives much support from the children of the establishment. Since practitioners of this cult deny the validity of American political traditions and wish to replace them, it can only be expected that they also replace America's gods and their rites with new ones. Hence the Wokists have worked hard to replace Abraham Lincoln and other similar gods like George Washington, Thomas Jefferson, and Christopher Columbus with the god Dr. Martin Luther King Jr. and a god they have imported from Cuba known as Che Guevara. This process has involved the ritual defacing of the statues of traditional gods. Anyone who doubts whether Americans really believe in the importance of venerating statues of the gods should ask themselves why the Wokists are so keen to eliminate the statues of America's gods and why traditionalists want to protect them. It is clear that, if the Wokists succeed, America's gods will abandon them and the traditionalists will have no choice but to accept the protection of the new Woke gods.   

Laughter aside, it is hardly obvious why our Greek anthropologist is wrong in his interpretation of the Lincoln Memorial. I put it to readers to offer their own responses. As I see it, the primary weakness of our anthropologist is that he approaches American civics with categories and questions from ancient Greece. In his framework, great men naturally flow into minor gods worthy of veneration and divine worship is an extension of politics. An implication of the latter is that he does not think in terms of private religion unrelated to politics. As such, he cannot imagine any freedom of religion any more than most people are able to imagine the freedom to commit treason in the privacy of their own homes. 

In itself, this is not a bad thing. Alexis de Tocqueville understood America through the lens of France with the implicit question of why was it that it was the American Revolution and not the French Revolution that succeeded. Tocqueville's outsider perspective offered useful insights into American democracy. There is certainly a value in Americans being willing to question their willingness to craft neat categories of secular and religious, something that would not have been obvious to a pre-modern. For those without the privilege of talking to a time-traveling Greek anthropologist, the next best thing is reading what Greeks actually wrote about politics and religion.  

The problem with our Greek anthropologist is that he is a little too insistent on his framework. When faced with the reality that Americans do not think in his terms, he is unable to ask the truly interesting question of why Americans think differently from him. Instead, he falls back on insisting that his framework is superior and that Americans simply do not understand how religion and politics function. 

Analyzing people who think in different frameworks is a major challenge for historians, anthropologists, and anyone else in the social sciences as such people are, almost by definition, academics and most people are not. Someone becomes a historian not just because it seems like a nice job but because they think differently from other people. This means that a historian is a double outsider. Not only does he study people who think differently because they are from a different time and place but he is also presumably studying normal non-academic people. For someone on the autism spectrum like me, there is a third level of outsiderness in that most people are neurotypicals. The fact that I naturally think in terms of clearly defined consistent rules may make me a better historian but it only further alienates me from neurotypicals who can be defined precisely by their disinclination to operate under such rules. Yes, I like to believe that I can offer valuable insights into how human societies function but it will always be as an outsider.

Requiring Racism: The Tyrannical Implications of Democracy


What I am about to argue should not be seen as a defense of racism. As an individualist, I accept the individual as the only meaningful moral and political unite. As such, I do not believe that racial groups exist in any objective sense. Furthermore, readers should remember that I am an anarcho-capitalist who believes that individuals have the right to secede from any government they do not actively support. The fact that democratic governments require some form of chauvinism in order to function is simply a reason why people should be allowed to secede from even democracies. Just so we are clear, racism is not okay because it is democratic. On the contrary, democracy is a problem because it requires racism or some closely related form of bigotry. As to what should replace national governments, I am totally ok with anything that does not require violence as, by definition, that would be an improvement. If this means people freely deciding to set up socialist communes, so be it. You own your body; you are allowed to submit to any government you choose as long as you do not force me to go along with it.

The foundation of any state is "dulce et decorum est pro patria mori" (it is sweet and proper to die for the fatherland). Any state that cannot rely on some class of people to sacrifice their lives will not be able to defend a border, will cease having a monopoly on violence over its territory, and will eventually collapse or fall prey to a state that can call on such people. The basic problem with democracy is that the moment you give everyone equal rights no one has any reason to be loyal to the state even to the point of dying for it. Regardless of any foreign invaders, a democracy requires that all of its citizens use their vote to promote the national good as opposed to their personal interests. So for example, I would clearly benefit from a government program to fund bloggers. That being said, I should not vote for such policies because if everyone thought like that the entire country would eventually go bankrupt. In practice, democracies, when left unchecked, quickly devolve into attempts by all of its citizens to live off of everyone else, an unsustainable system. 

Aristocracies did not have this problem. Imagine that you were part of the ten percent in most civilizations for whom life was not dreadful and I was to tell you that you needed to go to war and that there was a good chance you would not come back alive. You could refuse to fight but, if you did, your children would be reduced to working themselves to death like everyone else. Fight and you have a chance to preserve your children in a life of luxury. Aristocrats have had the further advantage that they were a small minority trying to live off of the rest of society. As long as they did not push things to the extremes of 1789 France, they could succeed quite nicely without causing national collapse.

The classic example of this democratic problem was the Roman Empire. It was built by recruiting a small elite in every province and putting them in power. These people then had an incentive to be loyal to Rome and keep their people in line. Think of the High Priest Caiaphas, in the passion narrative, pushing for Jesus' crucifixion. People joined the Roman legions to earn citizenship. One of the things that helped bring down the Empire was the fact that, in the 3rd century C.E., Rome expanded its citizenship rolls. Instead of winning people gratitude, this made people not want to fight to protect the empire. Why put your life in danger for citizenship now that it was worthless?

As someone who lives in California, why should I be willing to fight and die so that California remains part of the United States and does not revert back to Mexico? For that matter, why should I care if the United States ceased to exist? America is a modern creation that has not existed for most of human history and, presumably, the human race will continue after this country is no more.

The democratic answer to this is ideology. If I associate my country with a particular ideology, such as Liberalism, and associate any invader with the negation of what I believe, such as Fascism, it becomes reasonable to sacrifice myself even for people I do not even know or like. It is possible to argue that there is something special about the United States, as the defender of liberty, that mankind would lose without it. Historically the United States has come closest to making this argument work. The United States was born as a unique experiment in large scale republican democracy. During the late 18th and for much of the 19th century, it was reasonable to believe that if the country were to fall, that would be the end of democracy for the entire world. As such, any serious democrat, anywhere in the world, should be willing to die for America.

A critical part of the United States' cultural success has been its ability to use democratic ideology as a glue to bring the country together. Even today, with the possible exception of Canada, this country is better than anyone at absorbing immigrants from totally foreign cultures. No matter your religion, race or where you live, if you believe in liberal democracy and free enterprise, you already are an American. You may need to get to this country and learn the language, but those are formalities. This goes beyond laws on the books to the nature of the culture. I could move to France, learn French and become a French citizen but I could never be truly French. The reason for this is that turning non-Frenchmen into Frenchmen plays no role in France's sense of self. 

The problem with relying on ideology is that it can hardly be taken for granted that the supporters of particular ideas are going to be found solely on one geographic area. Republicans and Democrats both have radically different visions for this country and speak of each other in language suited for a foreign invader. Would either of them be worse off if they had to deal with the citizens of a different country instead of each other? Does it make sense for members of either party to sacrifice themselves for the other side's America, particularly if another country could offer them a better partisan deal?

I have utter contempt for both Republicans and Democrats. If California were to revert back to Mexico and I was to become a Mexican citizen, that would hardly mean that I have betrayed the cause of liberty as Mexico is also a liberal democracy, one whose political institutions are not obviously worse than ours. Furthermore, would it necessarily follow that I would find the particular policy positions of the Mexican government worse than our current administration's? Particularly if I could negotiate with Mexico before treasonously helping them capture California, I am sure we could come to a suitable arrangement regarding tax rates and guarantees of personal liberty. So Mexico might want me to learn Spanish and salute their flag; what is the big deal?

What is needed is an ideology that guarantees that we should have more in common even with our domestic political opponents than with foreigners. Such an ideology would, by definition, be bigotry and its success would depend precisely on our willingness to embrace all of its worse elements. Imagine that Mexico has invaded and has been greeted as liberators by the Left eager to not be ruled by Trump. Declaring Republicans a menace to the world, the United Nations is working on a plan to divide the country into districts to house refugees from different countries. If you are a racist who believes that the United States is the world's only hope for a "white man's republic," the thought of your daughter having to go to a Mexican public school where she will learn Spanish and to hate the "oppressive" American Empire would fill you with dread. Throw in the prospect of some big Hispanic boy sitting down next to her and offering "protection" and you will be running toward the front with whatever weapon you can lay your hands on. Rather you should die and your children should know what it is to be an American than passively accept "white genocide." If there is not a drop of racism or national chauvinism in your body, why should you object to any of this let alone be willing to shed blood over mere lines on a map?

It was not a coincidence that modern democracy was born alongside the nation-state. As long as nation-states were not directly competing against each other but against crown and altar conservative governments, one could pretend that nation-states were not ideologies of group supremacy. As soon as the nation-state became the dominant government ideology in the West, nation-states found themselves locked in a zero-sum struggle for dominance. If Germans were to be a great people, it could only be because Poles and Slavs were not.

The United States' transnational sense of self protected it from ethnic chauvinism as, besides Native Americans, there has never been an American ethnicity. That being said, white supremacy was at the heart of the American democratic experiment. Working-class Americans could be the equals of the wealthy and both could be relied upon to sacrifice for the good of the country because they were bound by their sense of being white. Slavery made the early republic politically possible and segregation allowed the United States to absorb millions of European immigrants at the end of the 19th century. It was not for nothing that Booker T. Washington opposed immigration. The United States could either embrace blacks as fellow Americans or European immigrants as fellow whites.

Activists like Colin Kaepernick are on solid ground, in terms of history, when they find the Star-Spangled Banner and the Betsy Ross flag to be objectionable. The problem is that by openly putting themselves in opposition to American History, they are only making matters worse for themselves. By contrast, part of the genius of the civil rights movement was its ability to call out American racism while still placing itself within the American tradition. As a white person, I can believe that American democracy has never given blacks a fair deal but that certainly does not make me suddenly trust Kaepernick to give his life for this country and not stab it in the back. Regardless of whether a Red Dawn scenario ever happens, the same logic applies to public policy. The same Kaepernick who I assume would gladly betray me (perhaps rightfully so) cannot be trusted to refrain from conspiring to use welfare programs as political cover to force white people like me to pay the "reparations" that he feels I owe him. Under such circumstances, neither of us can be trusted to act in the kind of good faith necessary for an honest democracy.

Israel is another great example of this nationalism problem. What allows it to function as a democracy and even to absorb large numbers of immigrants is its Jewish identity. If you consider some ethnic chauvinism to be an inevitable part of the human condition to be laughed at then Israel can still be legitimate. The moment we accept, as the modern left does, that even soft bigotry is some kind of original sin at the heart of all that ails civilization then Israel stands guilty of racism, particularly once we acknowledge that Israel's continued existence comes at the expense of the Palestinians.

To be clear, being a nationalist does not mean that you a Nazi willing to send people to concentration camps. That being said, nationalism requires the rejection of principled universalism along the lines of Stoicism or Kantianism and stands guilty of soft bigotry in the sense of preferring "your" people to others. Note that this is not necessarily such a bad thing. There is something to be said for a Chestertonian form of tolerance. Our group is the best. Other people probably think the same thing about themselves so we should just agree to disagree and leave each other alone. Yoram Hazony makes a powerful argument as to why nationalism, for all of its flaws, is a necessary antidote for the illiberal implications of universalism.

I am not a universalist. I want the state reduced to a point that all citizens willingly consent to a social contract to die even for their political/ideological opponents. Conservatives, if you are not willing to die to keep California in the Union even knowing that it will help lead to an America dominated by liberals, you should support partition. The micro-states that would likely replace the Federal government would consist of petty chauvinists. (Long live the Norwegian Lutheran Farmers Republic of Lake Wobegon.) I can accept such intolerance as long as these microstates make no claim to ruling over anyone who does not wish to be part of their group. Since we are allowing all of our internal opponents to secede, we are not forced to claim that even our opponents are superior to foreigners. If you are not willing to accept the comically soft bigotry of micro-states, you certainly cannot accept a large national government, which cannot represent all of its citizens in good faith without coming to claim that they are superior to foreigners.

A Regional Recipe for Creating Radical Movements




Those attempting to understand what is coming out of Iran today need to appreciate the extent of which the region of Persia has served to foster militaristic messianic movements. It is actually not just Islamic movements. In terms of Jewish history, this region gave us Abu Isa in the eighth century and David Alroy in the twelfth century. In many respects Persia can be seen as the Islamic world's equivalent of medieval Provence and Italy, regions beloved by modern medievalists for their tendency to do fun things like produce heretical movements and popular revolts. In trying to wrap my head around Persian history (both in terms of my modern interests and in trying to understand the context for the Jewish messianic movements in this region) there seems to be a number of factors that parallel the Southern European situation and have helped contribute to this state of affairs. I am mainly interested in medieval Persia, but these things seem to continue to be relevant to modern Iran.

  1. The ghost of an ancient advanced culture.
    Italy and Provence were the parts of Western Europe in which the Roman Empire exercised the strongest influence. In many respects, even after the collapse of the Western Roman Empire, the symbols of the Roman Empire did not go away, particularly in terms of physical monuments. Besides for centralized government bureaucracy, the other thing that the Romans did better than anyone else in pre-modern history was to build. One of the things that have struck me about Ahmadinejad of Iran is the close personal connection he feels to ancient Persia. This is perfectly understandable. The papacy still claims the title of Pontifex Maximus, high priest of the ancient Roman pagan religion. Persia was certainly a culture equal to Rome. The Parthian Empire was, for the most part, more than a match for Rome militarily. Do not underestimate our Iranians; they are a very sophisticated people, just the right amount to be both intellectually and militarily dangerous.
     

  2. The absence of a strong government.
    Medieval Italy was a collection of city-states. There was no unified Italy until the nineteenth century, a galling reality for classical republicans like Machiavelli, with dreams of reconstituting the Roman republic. Provence was outside the authority of the French monarchy until the thirteenth century. Not unsurprisingly, Provence was brought into the orbit of the French monarchy due to the Albigensian Crusade, when French forces came south to eliminate members of the Gnostic Albigensian sect, branded heretics by the Church and the original targets of the Inquisition.
    Since the downfall of the Sassanids up until modern times, Iran has had periods of strong centralized rule, for example the Safavids in the sixteenth and seventeenth centuries. That being said, the dominant narrative is one of a region outside of the major centers of power. While Iran converted to Islam, it successfully resisted Arabization, maintaining a Persian culture. (The number one thing I repeat over and over again to my students is that Iranians are not Arabs. They do not speak Arabic, they speak Farsi.) Furthermore Persia managed, in the long run, to resist Arab military control. The Umayyads and later the Abbasids were never able to establish a firm control over the region. Unlike almost the entire Arab world, Persia managed to resist Ottoman control. This left Persia as a haven not just for Twelver Shiism which eventually became the dominant mode of Islam, but also numerous other brands of Shiism for Zoroastrianism, which survived the Islamic conquest. In terms of Jewish history, Persia was a major center of Karaism.

In creating radical societies, such as medieval Italy and Provence and Iran down to modern times, we are looking at two contradictory forces. While we want a history of an advanced society, with a legacy of strong government, that strong government should be lacking in the present day reality. We need to be far enough from established centers of political authority to avoid notice. This creates the sort of power vacuum that allows radical movements to flourish in the first place and not get crushed. But it is precisely these contrasting forces that allow for radicalism to work. While the lack of centralized rule on the ground allows for radicalism in practice, it is precisely this history of strong centralized government that forms the ideological basis for such radicalism. Here political history serves as the perfect State, all the more convenient for it being a non-existent State, open to be claimed by anyone willing to use it.

Rabbi Binyamin Hamburger - Customs of Ashkenaz




Sunday afternoon, Lionel Spiegel and I went to hear Rabbi Binyamin Hamburger speak at the Yeshiva of Greater Washington. Rabbi Hamburger is a Haredi scholar from Israel who specializes in the culture of Ashkenazic (Germanic) Jews. This is part of a personal crusade of his to support the practice of Ashkenazic Judaism. Rabbi Hamburger has also written a book on Jewish false messiahs and their opponents. Rabbi Hamburger maintains the same sorts of biases that one usually finds in Haredi history writers. For example, his work on messianism is a rabbinic apology. The rabbis protected by their knowledge and faithfulness to Jewish tradition are capable of withstanding the siren's song of false messiahs. That being said, Rabbi Hamburger is capable of dealing with academic literature so he, while dangerous, can be interesting and worthwhile to listen to. Here are my notes from the lecture; as usual all mistakes are mine.



It is difficult to talk about Ashkenaz. German Jewry is the kernel of the vast majority of Jews in the world. Ponevezher Rav was once going to a non-religious community to speak. He wanted to talk about Shabbos, and Kosher, but was told that he could not speak about these things because many in the community were not religious. So he asked what he could speak about. He was told to speak about Judaism. We can start with the origins of Ashkenaz. We know that the two centers were Israel and Babylon. Babylonian Jews went to Spain and Israel Jews went to Italy. The two main cities were Bari and Trento. "Ki miBari tetzei Torah udevar Hashem me'Otranto" was what they said then.  From there they went to Lucca. Here is where we get R. Moshe b. Kolonymous, who was brought by Charlemagne to Mainz. There were very few Jews during the early Middle Ages maybe 10,000-20,000. We consider Germany to be the biggest anti-Semites. In truth, we never see a complete expulsion from Germany. Pockets of French Jewry had some influence on Eastern Europe and Central Europe, not the Rhineland.

R. Moshe Isserles, living in sixteenth-century Poland, in general, goes with Ashkenazic customs, though at times he has more recent Polish customs. An example of the difference between Old Ashkenaz and New Ashkenaz is Shofar. Saadiah Gaon had a wavering tikiah. We have a straight tikiah, this comes from Spain. Old Ashkenaz has a circular shevarim. New Ashkenaz was influenced by other countries. There were pockets that held on to the Old Ashkenaz. Skver Hasidim still go with the Old Ashkenazic way. There was a major controversy over prayer in the eighteenth century. Hasidim brought in their own text based on Lurianic thought. Rabbi Ezekiel Landau attacked such changes. Many Hasidim, today, claim that they come from Spain. This is absurd. R. Judah the Pious claimed that people can die because they change a hymn even to change one hymn for another. There is a story among Vishnitz Hasidim that they stopped saying piyyutim for a while. A plague broke out and they sought spiritual causes and decided to bring back piyyutim, based on the teachings about dangers of stopping/altering piyyutim. This was in the time of the 'Ahavas Yisroel' of Vizhnitz (past Rebbe). Worms had a custom not to eat dried fruit. They were concerned about worms. (No pun intended.)

Why is it important? There is a strong claim of tradition defended by rabbis from one generation to another. Even Maimonides, from Sephard, sticks up for Ashkenaz. He attacked the order of calling people up to the Torah. He notes that one would expect Sephardim to be messed up, but Ashkenazim should know better. Rabbeinu Ashur (Rosh) became a rabbi in Toledo after fleeing from Germany and influenced Sephardic Jewry. He attacked the traditions of Sephard and only trusted the tradition from Germany. Rabbi Yitzchak b. Moshe Or Zaruah was a leading sage in Central Europe. He was questioned as to why one should make Kiddush in shul Friday night. He defended this custom by appealing to Ashkenazic tradition of the Rhineland and attacking his opponent for daring to question that tradition.


Q&A

The custom of cutting the hair of three-year-old boys comes from Arabs. It does not come to even the Hasidim until the twentieth century. We have evidence from the Middle Ages of cutting the hair after just a few weeks. Ashkenazim were never into beards but were very careful with peiyos. This is the exact opposite of Chabad. They were not so concerned about beards for people who were out in the world (as opposed to religious functionaries within the Jewish community). But they did have something with peiyos, see e.g. depictions of Wolf Heidenheim.



I asked Rabbi Hamburger about the debate between Dr. Avraham Grossman and Dr. Haym Soloveitchik about the origins of Ashkenaz. Dr. Soloveitchik argues that Ashkenaz from the beginning was Babylonian based. Rabbi Hamburger responded that Dr. Soloveitchik is a genius and that he has not seen his evidence. Perhaps if he saw this evidence he might be convinced. That being said everyone seems to assume that Ashkenaz comes from Israel. Dr. Soloveitchik might be a genius but the Rosh was pretty big too.

Fifteenth World Congress of Jewish Studies: Religious Polemics and Conversion in the Middle Ages

Anastasia KeshmanSt. Stephen’s Hand in the Wrong Hands: On a Little-Known Anti-Jewish Account from Medieval France

We have an account of how the hand of St. Stephen came to Besancon in France. The purpose of this account was to justify the authenticity of the relic. St. Stephen’s relics were hidden until they were supposedly discovered in Jerusalem in the fifth century. Immediately after the hand was brought to France from Rome it was placed in a reliquary. This reflects the reality of twelfth century France when the story was written rather than the early Middle Ages when the event allegedly took place.

Jewish thieves stole the relic in the time of Protadius (seventh century) because they wanted the golden reliquary. They threw the hand into the river Dubius. This is a parallel to the original martyrdom of St. Stephen who was stoned by the Jews. A miracle happened and the river split, leaving the hand unharmed. Fishermen found the relic. The people of the church came to the river and brought it back in solemn ceremony. According to the account, the joy of the people was as if St. Stephen had come down from heaven.

Jews play a prominent role but this is not an anti-Jewish polemic. Rather it is a miracle story in which Jews play an incidental role. Jews are greedy for gold and driven by the Devil. They do not see or hear the truth. That being said, there is no physical description of Jews. They are not described as stinking or as big nosed. The St. Stephen text avoids abusive language of Jews. Unlike later medieval texts, there is no violence done to the Jews. The Jews in the text are transient, coming and going. This may be a reference to Jewish merchants passing through. As is often the case in Christian miracle stories, Jews know but do not believe. Thus, even though they do not accept Christ, they have access to particular knowledge that serves the Christian cause. For example, the Jew, Judas, finds the true cross for Queen Helena. The Host desecration miracle of the later Middle Ages also serves this purpose. Jews steal the Host and torture it. The Host then bleeds as in Paolo Uccelo’s Miracle of the Profaned Host painting.

The Jew serves to demonstrate the power of the holy object and set the miracle in motion.

One way to think of the Latin fathers is a period in which doctrine was established. You have history of events which also serve to establish doctrine. Few works can rival Augustine’s City of God. One of his goals was to explain the existence of Jews. According to Augustine, the Jewish Diaspora helps Christians. Jews need to be dispersed to serve as witnesses. Augustine’s was a policy of relative tolerance. Whether this position is true it is clear that there is an alternative that is far more hostile as in the case of the Visigoths. It was official policy to engage in forced conversion in the seventh century as was the case with Sisebut in 612.


Isidore of Seville was a contemporary of Sisebut. Besides for his etymology, Isidore also dabbled in the contra Judaeos genre. In this period conversion was a collective act not something for individuals. Baptism was considered the beginning of the road to becoming a Christian. There is a demise of the pagan intellectual elite. This created a need for a new line of apologetics to go after those who were only nominally Christian.

The thirteenth century has been viewed as a time of intense anti-Semitism. Jeremy Cohen connects this to the friars. Such leading members of the Dominican order as Raymond Martini and Raymond of Penafort wanted a lasting solution. In pursuit of this they created an organized mission to the Jews and used rabbinic texts. Thomas Aquinas wrote Summa Contra Gentiles as per request by Penafort. There is no call for forced conversion in Aquinas. Jews and heathens are not to be compelled to believe because they never received this belief. Those who received it, though, ought to be compelled to keep it. According to Aquinas, Jews ought to be able to practice their rites because it helps the Christian faith. Other religions carry no such benefit. Jewish children should not be baptized against their parents’ will. This would violate the rights of their parents. Also children might be persuaded later if only they could come to Christianity through reason; this opportunity would be lost if force were used. There is also the argument from natural law; according to natural law the child is connected to his parents until it comes to the use of reason. Clearly not all of the friars followed a fanatical line in regards to Jews.

Alonso de Cartagena was a converso and son of Pablo de Burgos. Cartagena defended the sincerity of the conversos. Norman Roth sees Cartagena as one of the key figures in establishing the Inquisition. He put through the decree from the Council of Basil banning the practice of Judaism by conversos. Forced conversion was a practice to be done in mass and not to individuals. This was something Torquemada would later fail to understand.

History 112: World War II

1. The Soviet Union seems to be largely ignored and get away with all that they did during WWII in the end being one of the allies defeating Germany and keeping largely what they had won. Despite the fact that this led to the Cold War between the US and USSR, overall it seems as if the USSR got away with a lot because Germany was once again set as the major instigator of the conflicts. So, I guess the question is why that is?

Once the Soviet Union was attacked it became our good ally. Watch the Frank Capra films “Why We Fight World War II.” These were American propaganda films made for the army during the war. Soviet atrocities are completely ignored. Capra even ignores the existence of Ribbentrop-Molotov. You will hear nothing about how the Soviets were co-conspirators in this.


2. In the text it mentions a friendship pact between Hitler and Stalin. I was slightly confused by this section having never learned this throughout my schooling. So did USSR have concentration camps that they sent Polish people too? Did USSR invade countries also before the war started?

Yes the Soviet Union had concentration camps. They were called Gulags. Yes the Soviet Union engaged in genocidal activities to destroy the cultures of subjugated peoples like the Poles and the Ukrainians. The Soviet Union engaged in acts of aggression, just like the Nazis, against nations such as Poland, Lithuania, Latvia, Estonia, Finland and Romania. Unlike the Nazis, Soviet oppression did not end with 1945. It continued all the way up to the fall of the Berlin wall in 1989. The fact that your teacher did not see fit to pass this information on to you means that either you were not paying attention or that your teacher was some liberal with an ideological interest in ignoring Communist crimes. This is different from Nazi crimes which have the implicit lesson on the inherent evils of Fascism. Some people have a problem with unapologetically saying that Communism is an inherent evil.


3. American children learn about the atrocities of the Holocaust at an early age. Yet some may never learn about the genocide in the Ukraine we discussed last week. I was wondering if in other places, this is reversed. Do we learn more about the Holocaust because it was more terrible or because we have a large and powerful Jewish population? I find it bothersome that so many other instances of genocide, both past and current, remain largely unknown among the general American population. I'd like to know how you feel about this subject, especially since you are Jewish and you are more closely tied to these events than me.

“The Jewish lobby” plays a major role in putting the Holocaust front and center in American culture. I do not see anything sinister in this. There are many Jews in positions of cultural influence and they use it to their advantage. It helps if you can have Steven Spielberg to make movies for you. I am sure the Armenians and the Ukrainians would love to have him. That being said there is something special about the Holocaust. This was not a case of millions of people dying due to extreme government negligence nor is this a case of a breakdown in government order with armed soldiers or mobs going out of control and massacring people. The Holocaust happened because some very smart people in suits, ties and with college degrees sat down and planned it. They wished to annihilate a specific group of people and, armed with the full resources of a modern state, they pursued that goal with remarkable efficiency.


4. Davies said "The Poles thought that their task was to hold off the German advance for fifteen days until the French crossed the German frontier in the West; in fact, they faced the impossible task of holding off both the Wehrmacht and the Red Army on their own. The French launched no offensive; the British limited their assistance to dropping leaflets over Berlin," (1000-1001). Davies doesn't really go into any further detail about this, but has any other historian explored this? Was it another instance of miscommunication--as was seen in WWI with the telegraph system? Or can the British and French be partially blamed for the devastation that engulfed Poland? It seems like perhaps England and France's disregard for their Polish ally has been buried underneath their eventual victory. Why didn't they help Poland as the Polish were expecting?

Neither the British nor the French were prepared for any serious military action. This was one of the reasons why Hitler decided to make his move against Poland in September of 1939 instead of waiting. There was a French “invasion” which I am familiar with from reading William Shirer. He was an American correspondent, who worked in Germany into the war. He reports how the French made a big deal about their actions. He then went and talked to some of his contacts in the German army and find out in great detail how little the French were doing. Shirer would later go on to write the Rise and Fall of the Third Reich.


5. Wouldn't it have been obvious to the German's that turning against the Soviet Union was a bad idea? I mean, it caused them to be land locked between enemies on the East and West, plus the Soviet Union, from what we read, seemed to be a world power. Why didn't Germany try to formulate a peaceful position with the Soviet Union?

You have to keep in mind that Germany was at war with England and it was a reasonable assumption that the United States would eventually come into the war on the side of England. You have to admit that there is a certain logic to trying to take out the Soviet Union while the situation in the West was still relatively quiet. This plan almost succeeded; the Soviet army was almost completely annihilated in a matter of months. You would be hard pressed to find a country that ever suffered a military disaster like what the Soviet Union did. You are not going to find a country that ever managed to come back from such a disaster.


6. This questions isn't really about the reading but over the weekend I watched the movie "Valkyrie." I was just curious to know how historically accurate the movie is? Also I am curious to know if you think the plan to overthrow Hitler ever had a good chance of success?

I have not seen the movie so I will refrain from commenting on it. The case of Valkyrie is a good litmus test as to ones views on the power of individuals. Let us imagine that everything had gone according to plan and the bomb had eliminated Hitler. Now what? The German staff officers, who planned this, put a lot of thought into how to get Hitler and they planned that part well. It failed for reasons outside of their control. They made an utter mess out of trying to seize power in the hours after the bomb went off. That was the important part, not their ability to assassinate one man. I imagine that if Hitler had died in the blast then Goebbels, Himmler and Goering would have stepped in and the Third Reich would have continued.


7. Do you believe Germany planted spies within the French/British governments?

It is not a question if they did or did not. We know for a fact that the Nazis did. The British counter-intelligence services were quite effective, though, in capturing German spies and forcing them to pass on false intelligence.


8. How did Switzerland manage to maintain its neutrality during WW2?

The official reason, at the times, was that Switzerland possessed a well trained army and an advantageous defensive position. What we now know is that the Swiss government was actively cooperating with Hitler. They helped launder gold plundered by the Nazis, some of it even from the teeth of dead concentration camp inmates.

History 112: The Rise of Nazi Germany (Q&A and Quiz)

1. In the reading it briefly mentions how the Nazis did not identify with mainstream religions. I watched a documentary on the Discovery Channel a while ago about the Nazi's "occult conspiracy," which talked about Hitler's dependence on astrological predictions, even leading him to have a person astrologer. How much truth is there in this? What's your opinion?

The interest by Hitler and many of the leading Nazis in the occult is quite real. For example it is believed that Hitler held back from counterattacking after the Normandy invasion on the advice of his astrologer who told him that the real allied attack would come at Calais. In what is probably the most bizarre incident of the war, Rudolph Hess grabbed a plane and crashed-landed in Scotland because his astrologer told him that he was destined to bring about a peace treaty between Germany and England. Himmler set up his own neo-pagan religion for the SS. This issue of Nazi beliefs has gained public interest, at least within the realms of internet polemics, in recent years because of the rise of the new atheism of Richard Dawkins, which argues that organized religion leads to mass murder. Opponents of Dawkins have been very quick to point to Hitler and Stalin and argue that the two most blood soaked regimes in history were militantly secular.


2. In the Davies text it mentions that Mussolini prided himself on being separate from Hitler until 1939, did the two men get along, or did they have plans to conquer each other?

The fact that Mussolini eventually joined with Hitler was never inevitable and in fact the two were quite hostile to each other into the late 1930s. It is important to keep in mind that Fascism is not a movement. It is simply a convenient label that we use in order to group certain movements together.


3. From what I gathered from the Davies reading, it seems that Hitler had the SS blackshirts and brownshirts as his "stormtroopers" or militia. What exactly were these entities and how were they different?

A major part of the early Nazi rise to power, from when they began until shortly after they took power, was their ability to use street gangs in order to beat up opponents, particularly Communists and Jews. Keep in mind that up until that later part of the 1930s there is still a meaningful distinction between Germany and the Nazi party. The Nazi party at this early stage did not have direct access to the police and military arms of the state so they needed some form of military power of their own to enforce their totalitarian agenda. One can see this with the use of the SA and SS. The SA was the armed force of the early Nazi period. These were common street thugs, not that different from our modern Crypts and Bloods. The SA are eliminated in 1934 in the “Night of the Long Knives.” The group that comes to replace the SA is the SS led by Himmler. The SS operates with the full power of the state. They are a lot more sophisticated and a whole lot more ruthless.

4. If Hitler would have died in WWI do you think there still would have been a second world war? Secondly, since I haven't asked questions for all the classes, why is it do you think that the Nazis were able to scare everyone into their party. What i have gathered about the situation was that most people were forced to be a part of the Nazi German Army.

This question is a classic example of the great man issue in history; to what extent do “great” individuals affect the course of history? Popular history tends to focus heavily on individuals because it makes a better narrative. Professional historians tend to be more weary of such a claim. Hitler was certainly a talented speaker and a forceful personality, but he was not the only person capable of doing the sorts of things that he did. It is perfectly reasonable to assume that Nazi history could have proceeded without Hitler, but with someone else at the helm. Earlier this year I had a discussion with Dr. Stephen Kern about this issue. He actually came out quite strongly on the side of no Hitler no Holocaust.

Personally I think this whole notion of saying that the German people were scared lets ordinary Germans off the hook. Hitler could not have waged World War II and the Holocaust without active willing cooperation of the vast majority of Germans. You want to know who to blame for World War II and the Holocaust? Forget about Hitler, he was just a man standing in front of a microphone. The real culprits were the millions of German citizens who went along with it. I would recommend Hannah Arendt’s Eichmann in Jerusalem. It has often been criticized for humanizing Adolph Eichmann, one of the central figures behind the Holocaust, who was kidnapped by the State of Israel, put on trial and executed. For me humanizing Eichmann turns him into every ordinary German who went along with the flow and by extension turns every ordinary German into Eichmann. On share moral grounds I would have had no moral objection to, in 1945, lining up every German man and woman over the age of eighteen who could not prove that they actively worked against the Nazi regime and shooting them. On practical grounds this could never be carried through, but there is no doubt in my mind that every one of them deserved to die.

5. How does Hitler get enough political coverage to get 96% of the German vote? Did class differences play into the voter turnout, as I am sure that it would be common people who supported him, as he was, in some limited sense, a collectivist?

When a leader is a getting 90% of the vote you know that this is not a fair election. Think how difficult it is to get 60% of Americans to agree on something. In real societies people have dissenting opinions. If you are not seeing large amounts of dissent than what you are seeing is a mirage.

6. Was Hitler only racist against Jews? Or did he just dislike everyone else other than his own people?

Nazi ideology held numerous groups to be subhuman, Slavs, gypsies, blacks, homosexuals and Jehovah Witnesses are some of the groups that come to mind. In addition to the six million Jews killed in the Holocaust, the Nazis killed another four to six million people from other undesirable groups. Anti Semitism, though, clearly had a special place in Nazi ideology. For the Nazis, Jews were not just a group of undesirables; they were the undesirable group par excellence. Jews were the great enemy behind both Capitalism and Communism, which Germany would have to defeat.

History 112: World War I

For the class on the First World War, in addition to the usual reading form Norman Davies, I also assigned a piece written by Ohio State’s own Stephen Kern. Kern examines the role of the nineteenth century communications revolution, particularly the telegraph, in the breakdown of diplomacy in the summer of 1914. Kern argues that the new speed in communication encouraged an aggressive style of diplomacy built around extreme ultimatums; comply to all of our demands within the next week or we will declar war.

1. Was WWI avoidable? For example, if all these alliances hadn't been made, would it have remained a small conflict?

The interesting question is did these alliances make war inevitable. Once alliances were being made everyone had follow suit or risk being vulnerable. What we have here are a lot of good intentions gone completely to pot.


2. The July crisis seems like something that could never have happened without the new technologies allowing rapid communication, but at the same time it seems like rapid communication should allow for better negotiating due to the fact that it doesn't take days to relay messages from one side to the other. Perhaps the time delays for slower communication methods allowed for a cool down period, but they could also allow for more time to prepare for war during the process, so how significant is it really that new technology allowed increased speed of communication between the various sides? This is leaving aside the issue of more widespread and public knowledge of events which I view to be a mostly separate issue, though it does tie in of course.
3. Kern said in "July Crisis" that "this telegraphic exchange at the highest level dramatized the spectacular failure of diplomacy, to which telegraphy contributed with crossed messages, delays, sudden surprises, and the unpredictable timing," (268). How can he attribute it all to the failure of diplomacy when Germany pressured Austria to mobilize troops before the ultimatum was even sent to Serbia? If blame is going to be placed, couldn't it also be placed on Germany, who pressured Austria into war out of self-interest? Or am I getting this all wrong?


The timetable for mobilization is one of the main causes of World War I. The general staffs of all the countries involved had detailed war plans in place and everyone knew that the other side also had detailed plans. Everyone knew that victory depended on who could get the first jump, that precious day or two to get their armies in motion. This being the case no one could afford the luxury of sitting back trying to negotiate and make the good faith effort for peace.
The question of German responsibility is quite real. Part of the problem is that because the Versailles treaty went to such extremes it has become common to accept the German apology that everyone was equally responsible. Without question Germany was the aggressor in this war. Their biggest sin being that they trampled over Belgium’s neutrality; a treaty that they themselves had signed on to. Kern, if I am not mistaken, does acknowledge the aggression issue. The German high command made the decision to push for war based on the calculation that by 1917 Russia would have completed its rearmament program, making German war plans obsolete.

4. I was wondering, why are the telegram messages in our reading so short? Were all telegrams short? And if so, is there a reason for this? Perhaps they paid for telegrams based on the number of words? It seems like to me, longer messages would be more appropriate in determining whether to declare war or not!

Telegrams are electronic messages sent across wires using Morse code. The process is expensive and every word costs money. Think of telegrams as an early version of text-messaging; they encourage a similar thought process. Last I checked the consensus about texting is that it does not exactly encourage responsible behavior. Imagine Kaiser Wilhelm texting Czar Nicholas: “WTF! Y r dead cuz." At least the leaders of Europe were not sending nude pictures of themselves through telegraph wires.


5. If Russia had no commitment to side with Serbia, why did they do it? What would make a country want war, was it stimulating to their economy, as World War II was during the depression? Or were there other factors?

Russia saw itself as the “big brother” of all Slavs. So they wished to protect their Serbian “brothers” from the Germanic Austrians. The Serbs would not usually be inclined to accept such “brotherly assistance, otherwise known as a takeover, but in this case they were in desperate need of help.

6. Why were Germany and Great Britain so protective over defending the interests of Austria and Belgium, respectively?

Austria was allied with Germany. This was in large part due to the brilliant diplomacy of Bismarck, who made a point of giving Austria a very generous peace treaty after Germany defeated them. Both Germany and England had signed a treaty guarantying the neutrality of Belgium. Germany, under the very un-Bismarck like leadership of Kaiser Wilhelm decided to ignore this very inconvenient fact and invaded Belgium. Great Britain on the other hand kept to the treaty so they came to the defense of Belgium. They were helped in this matter in that they had an understanding with France about coming to their aid in the event of being attack by Germany. How much did Kaiser Wilhelm have to antagonize people to drive even the British into siding with the French.

7. Which side was the first to use air planes in WWI and when was the first air battle?

Airplanes were already in use before World War I. World War I certainly marked the first large scale use of airplanes. Keep in mind that airplanes had, at this point, been in existence for a little over a decade so they were still highly experimental.

8. I am a little confused, In the Davies text it says Japan declared war on Germany, and Japan was an Asian associate of the allies, but Japan had issues with China, and China joined the allies. How does this work?

For one thing China did not enter the war until much later. Countries are usually very willing to put aside long running conflicts, at least temporarily, in the face of more immediate danger. So Japan and China were willing to take a break from each other to pursue their designs on German holdings.



9. In relation to all other wars leading up to America's involvement in World War I, was this a hard decision for America to make, in terms of lives to be potentially lost, man power, and resources in general?

America, for most of the war, strongly supported neutrality. Woodrow Wilson won re-election in 1916 based on the campaign promise to keep America out of war. This failed to take into account Kaiser Wilhelm ability to antagonize the American public with his decision to wage unrestricted submarine warfare. By the time America entered the war, the American public was gripped by a xenophobic hatred of everything German to the extent that ethnic Germans were being lynched in the streets by angry mobs.

History 112: Imperialism and the New City

1. The readings on the Belgian Congo show that what was going on was freely admitted to be a horrible situation. Was anything done to change this after the printing of these two articles?

The main problem with the Congo was that it was under the personal control of King Leopold II of Belgium so he was free to do as he wished. No series action to remedy the situation is done until Leopold II was removed in 1908, several years after the pieces discussed in class.

2. Where these atrocities in Belgian Congo committed based more on orders of elected or crown-appointed officers or whether it was more of the appointed bureaucracy who carried the real responsibility for these actions?

When assigning blame for an atrocity one is usually faced with two different types of defenses, from the bottom and from the top. Those at the bottom will claim that they were just following orders. If one were to follow this logic the blame would go all the way to the top, in this case, Leopold II, and will remain solely with him. The defense from the top will claim that what happened was simply a matter of soldiers at the bottom getting out of control. The classic example of these two defenses is the Nuremberg trial with Nazi Germany. In the case of the Congo, as with Nazi Germany, there is clearly enough blame to go from top to bottom. This includes not just the European officials but the native soldiers who carried out many of the massacres as well.

3. In the Congo reports, why was so much of the abuse inflicted on women? I understand the populating factor, but is this when genital-mutilation started happening to women?

To the best of my knowledge female circumcision is a practice that goes back long before this and appears in many cultures. Women are useful targets because they are seen as defenseless. Keep in mind that a rampaging army is full of young men out to rape anything with a skirt on; that means women.

4. I was a little confused on the China situation. In the Davies text it says China wasn't sought after for control like Africa. Why was this? If they could not rule over China what were their intentions there?

China had a long history of imperial rule. The Chinese state might have been corrupt and grossly incompetent, but at least they had some sort of government that Europeans would recognize. China has a far older political tradition than any European state. Statehood is something that European governments were going to respect for self-interest if nothing else. If you are the head of a European state you do not want to send the message to your people that states with long-established political traditions could be casually overthrown. Keep in mind the long list of political revolutions that have engulfed Europe over the course of the nineteenth century.


5. Was spreading religion (i.e. Catholicism) ever part of the original plans to establish colonies?

The countries leading the new imperialism are either Protestant, as with England and Germany, or secular, like France. So spreading Catholicism does not play a major role. There is certainly a strong missionary drive, but it is not nearly comparable to the imperialism of the sixteenth century.

6. The description of Paris's endless melancholy smog is an aesthetic criticism. Was there any awareness of the environmental and public health dangers of smog? If there wasn't, when did this become a governmental concern?

During the nineteenth century there is a major scare over miasmas, pockets of bad odors, being a threat to public health. This was a major driving force behind the nineteenth century drive for cleanliness. The irony of this is that this whole panic was built around faulty science. There is nothing intrinsically dangerous about bad odors.

A Conversation Between Daniel Hobbins and David Cressy

The History department hosted a round table conversation with Dr. David Cressy interviewing Dr. Daniel Hobbins about his new book, Authorship and Publicity Before Print: Jean Gerson and the Transformation of Late Medieval Learning. I have yet to read the book, Dr. Hobbins, though, was on my committee and I have taken several classes with him so Gerson and late medieval culture became part of my schooling. During the course of the event, other people also got the chance to put forth questions. This is my summary of the event based on my notes. As always, any mistakes made are mine.

Cressy: Authorship and Publicity Before Print is a book about conversations. There are four conversations in the book. The nature of this period, which you do not view as an extension of the Middle Ages, publication before print, the career of Jean Gerson and, finally, this a book about media and communication.

Hobbins: This project began with Gerson. I did not want this book, though, to be about just Gerson. This book changed from the original dissertation and I expanded it. Anyone who wants to use the term late for a period is heading toward trouble. Traditionally the late Middle Ages has been viewed as a time of trouble. I am responding to Johan Huizinga’s Autumn of the Middle Ages. Huizinga saw a decline from the twelfth century. He made heavy use of Gerson. In the words of one scholar: The last contribution of the Middle Ages was spoken before 1378 (Start of the Great Schism). One can also view this period as a harvest of medieval thought or as a precursor to humanism. There is a need to move outside of this box and see the late Middle as a period in its own right.

Cressy: Gerson seems to be everywhere in the book and he was a very important person in his own time, though his work did not manage to cross the channel or the Alps. Why is he outside of our narrative?

Hobbins: Gerson does not fit into the narrative. I would have a difficult time if I wanted to put him into a textbook. He is not the High Middle Ages and he is not the Renaissance. The Western Civilization textbook is not designed to teach that civilization does not develop linearly.

Geoffrey Parker: What role does the Schism play in the distribution of Gerson manuscripts? Why does Gerson not make it into England and Italy?

Hobbins: By the Council of Constance, there is this panic over Wycliffism. So you can see how easily texts can spread during this period. That being said, in this period, books are not distributing fluidly. For example, Thomas a Kempis was a bestseller but did not make it into Spain.

Barbara Hanawalt: What about Gerson’s dabbling in popular politics such as in the case of Joan of Arc?

Hobbins: Gerson preached at court so he was part of a political network. There is a move away from mendicants to having the secular clergy occupy these positions. His big cause early in his career was the assassination of the Duke of Orleans in 1407. This leads to his work on tyrannicide. This work is quoted by James I in the seventeenth century. Gerson ended his life in exile after Paris ended up as part of the Anglo-Burgundian regime in 1418. His work on Joan of Arc was used at her retrial in the 1450s.

Cressy: What did it mean to be a public intellectual in the fifteenth century?

Hobbins: There is not the coffee house public of the eighteenth century but there is a public discourse. You have theologians reaching a wide public. How does this fit into a narrative of decline? That being said this could not have been more than ten percent of the public. This is still, though, far more than the audience reached by medieval scholastics such as Aquinas.

Gregory Pellam: Gerson was responding to Petrarch. Was this a key feature in the development of a French nationalism that the French are always correct?

Hobbins: In the fourteenth century English theologians are being condemned by the papacy for mixing logic and theology. Gerson is part of this anti-English tradition. Nationalism is a very controversial issue. Is Joan of Arc an example of nationalism? She was hearing voices telling her to go support the king of France against the English so God, in her view, supports France as opposed to the English.

Cressy: We have a public that is being fed news. It would seem that this is a public sphere.

Hobbins: Jurgen Habermas, when dealing with the Middle Ages, talks about nightly courtly publicity. He simply co-opted the traditional image of the Middle Ages, without dealing with the wider culture.

(The political philosopher, Jurgen Habermas is the author of the controversial thesis that the eighteenth century saw the birth of the "public sphere." Medievalists have been quite keen on showing that there was a public sphere during the Middle Ages. The question becomes what counts as a public sphere. It is clear that there existed a more of a public than Habermas thought. Habermas was writing during the 1960s at a time when medieval studies was still a study of church and aristocracy. Since then scholarship has "discovered" the common man and have made him a historical force to be reckoned with. There is a similar debate with nationalism. Nationalism is usually associated with the nineteenth century. Did it exist during the Middle Ages? Depends on how you define nationalism.)

To what extent was Gerson concerned about his work getting outside of his control?

Hobbins: Scribes mangling texts was a common concern going back to antiquity. Gerson, though, writes in praise of scribes. He recognized the important role that scribes play in putting forth his ideas. He lived to see his work being distributed. He gathered material that he wrote to be distributed. Imitation of Christ is often wrongly attributed to Gerson. Why did Gerson not write it? He never took the time to write a masterpiece.

Cressy: Gerson’s brother served as a sort of manager. He helped distribute his work.

Hobbins: We would still have Gerson without his brother. A Dominican like Aquinas would have had a stationer copying his work and passing them along. Gerson also had a privileged circle of copyists.

Cressy: Any comparison to modern times? Modern issues seem to play a large role in your book.
Hobbins: We are in a transitional time. Printed texts are imitations of manuscripts that is the only way they could have caught on. Gerson is almost begging for a printing press. He had his work put on tables so people in mass could read them.

History 112: The French Revolution and Napoleon

1. I know we said that Jefferson was influenced by the Enlightenment. How much and in what way did the American Revolution influence the French Revolution?
2. I noticed a resemblance between our Declaration of Independence and the French Declaration of Rights. Is there some sort of connection?

First of all there is the practical connection between the American and French Revolutions as the main reason why, come 1788, that France is in the financial mess it is in is because of what they spent helping the colonies in terms of both military and financial aid. By the way, America never paid back the money it borrowed from France. Also there is the ideological issue as both the Americans and the French were influenced by the Enlightenment. Enlightenment thinkers could look across the Atlantic and say: look, these policies we are advocating are working in America so why not try them here in Europe. (In truth America during the 1780s was not in good shape with the Articles of Confederation. But progress is relative; at least we were not resorting to cannibalism or holding our females in common.)

3. What were the effects of the French Revolution (and the Declaration of Rights) on other countries?
4. My question has to do with the influence of the French Revolution. Ihave heard many times that aspects of the French Revolution were usedin countless revolutions and wars. Can you briefly go over them?


The French Revolution was closely connected to the Enlightenment. This is not to say that the Enlightenment caused the Revolution. Just that the Revolution made use of Enlightenment ideas. This made the Revolution an issue for anyone facing the issue of the Enlightenment, whether pro or against. In a way the French Revolution, with its turn to violence, harmed the cause of Enlightenment and by extension liberalism. The fact that the Revolution became associated with excess and extremism strengthened the hands of political and religious conservatives. I personally count it as a misfortune that it was France, with its strong anti-clericalism, that became the standard barrier of the Enlightenment. I suspect that we would have had a far healthier transition into modernity and a better grip on issues of religion and public life if it had been the English or German Enlightenments that took the lead.



5. There seems to be a pretty big contradiction between the idea of equality that the men of the French Revolution were fighting for and their suppression of women. How was this justified? One justification was that women didn't own property, so they were able to be overlooked, yet even if they did own property, they were still thrown into the "property-less" category. This seems like a terrible justification to me, so how did they get away with it? How much support was there in favor of sexual equality during this time?
6. In Chaumette's Speech at the General Council of the City Government of Paris Denouncing Women's Political Activism, he basically says women shouldn't be involved with politics because they will slack on their house work, which is so ignorant. But my question is on their involvement in the government. I was not aware women had tried to play a role in the actual running of the government, how common was this?

The idea of women playing a role in the government is still something very theoretical. At this point the issue of working class men taking a role in government is still being debated. Now the people debating this issue are fully aware of the stakes. If you assume that every person has some point blank right to take part in government, which traditional political thought had never accepted, than why not allow women to take part. At which point comes the counter liberal argument that it does not benefit the public interest to hand political power to just anyone. Taking part in government requires one to have a certain level of leisure and education. For someone to have a vote and be able to make use of it they are going to need to have the time to take off from work to go to the polls. (This is a problem that plagues the laboring class vote today. They are not willing to take the time off from work to go and vote.) More importantly one has to have the time and education to inform oneself about the issue. Otherwise one is just picking between random names. (When I go to the polls I tend to leave large parts of the ballot blank. I usually have no idea what platform various people running for school boards and other local offices are supporting.) In a society where there is no mass education and where most people do not much in the way of leisure time it makes sense to limit political power to those groups where, by and large, the people do have the necessary education and leisure.

7. Did the French have the same debates and arguments about slavery as we
did in the United States?

The French discussion of slavery is very similar to the one that the United States was having at this point in time. At this point slavery is something that exists but everyone assumes can and should eventually be gotten rid of. The slavery issue takes a radical turn in the United States with the invention of the Cotton Gin, which makes the production of cotton cloth economically plausible. Slavery, for the south, becomes not just something that exists but necessary for the existence of the “southern way of life.”

8. I don't quite understand what Barnave was saying about French colonies. Was he suggesting that people in these colonies should not be protected under the declaration, thus allowing them to import slaves from these colonies under the pretense that they don't share the same rights as the mainland French?

Antoine Pierre Barnave was advocating for the continued tolerance of slavery, at least for the short term, on pragmatic grounds. If the cause of world liberty rests on the success of the French Revolution and if the cessation of the French slave trade would harm France than the cause of world liberty requires that France continue its slave trade; opposing slavery is supporting tyranny. I admit that there is something morally repulsive about this logic, but he does have a point.

9. I find it odd that Napoleon would put his relatives as "dictators" in his recently obtained territories. Did they actually have training as military leaders? Where they as qualified and accomplished as Napoleon...or were some of them just mooching?

Some of Napoleon’s relatives were fairly talented like his brother, Jerome, and his step son, Eugene, were fairly talented. Others, like his brother Joseph, were less so. The funny thing about Napoleon is that he was attempting to created his own revolutionary version of Old Regime Europe.

10. Napoleon's empire seems to fall apart remarkably quickly after his downfall in the reading, is this a result of what was already occurring or more simplified than a truth of what was a in reality a longer process?

It was a fairly quick breakup. There were a lot of people who were very keen on breaking it up. It is a testimony to Napoleon’s great talent that he managed to keep his empire together for as long as he did.

History 112: the French Revolution (Q&A)

1. Was there a single event or meeting that caused France to volunteer tobe on America's side of the American Revolution? Or was it just, "We hate England too.”

The fact that Louis XVI helped the American colonies should serve to indicate that he was not the reactionary autocrat that proponents of the Revolution made him out to be. Louis XVI was part of a generation of “enlightened despots” who viewed themselves as upholders of Enlightenment ideals. A word should also be put in for a very effective American diplomatic effort, to court French upper class opinion. The main person in this was Benjamin Franklin, an American philosophe.

2. Davies writes that "the revolution was imminent in almost all of Europe." So why exactly did it break out in France first and not somewhere else? What was unique about France's situation that caused a revolution?

This is a million dollar question that historians are still debating. It is important to realize that this very much is a question. From our teleological perspective it is very easy to take it for granted that the French monarchy was hopelessly inept and that Enlightenment thought would inevitably lead to a revolution. In truth there were things right with the French government and it could have made the necessary changes to stave off revolution.
If I were living in 1788 and was told that either England or France would have a revolution and chop their king’s head off I would have said England. England had plenty of heterodox thinkers running around, an unpopular monarch, George III, intent on increasing royal power when he was not insane and plenty of useless aristocrats lording over the populace and creating popular resentment. Most importantly England had already got rid of their king once before, during the English Civil War. So what that the French government was bankrupt and bread prices were going through the roof, there is nothing unusual about that.

3. Why did Necker getting kicked off cause such a controversy?

Jacques Necker was the finance minister, who first pointed out that the government was heading toward financial disaster and that spending cuts, particularly in the realm of the royal household budget, were needed. This lost Necker his job. He then went public with this and did the unheard of thing of publishing the government budget. Necker was not an aristocrat; he was Swiss and came from a common background. Louis XVI brought him back in 1788 precisely because he was seen as someone who commanded the public trust. Of course this did help matters when Louis XVI continued to get annoyed with Necker for saying the same things that got him fired in the first place and fired him again. If you hire the “people’s man” because he is the “people’s man” and then fire him for saying the sort of things that made him the “people’s man” in the first place the people are going to take it quite personally.

4. The French revolution in itself seems very bloody and violent. However, I am still surprised when Davies writes, "The Revolution started to devour its own children...Danton and his associates were denounced and executed in April 1794, for questioning the purpose of the terror. Robespierre, the chief terrorist, met denunciation and death on 28 July 1794. "Is there a way of explaining the seemly illogical and counter-intuitive executioner's list of the French Revolution?

The fact that the Revolution turned to such violence should not be surprising. The Revolution from the get go was built around violence the moment things moved beyond the Tennis Court Oath to the Bastille. If you build an ideology around revolution and the notion of revolution having some innate value than the revolution has to keep going. How else are you going to keep the revolution going if not by going to further extremes? If there is going to be the side of revolution than there has to be a side of "counter revolution." So one has to continuously search for “counter revolutionaries.” If you get rid of the “obvious counter revolutionaries” such as royalists and Catholic loyalist than you have to turn those who are not revolutionary “enough” and make them the new “counter revolutionaries.”

History 112: Candide and Kant (Q&A)

1. During his lifetime how did the public react to the works of Voltaire? Was he praised or like many others was it not until many years later, possibly after his death was his works recognized for what it was?
2. Did Voltaire get in any trouble with the Church for this work? It seems to have some negativity toward religion?


Voltaire is another good example of what I have said previously: you can get away with being heterodox as long as you know how to play your politics. Voltaire flipped back and forth from being successful and unsuccessful in this political game throughout his life. At various times he was imprisoned and exiled and at other times he wined and dined with kings and nobles. This is the contradiction of Voltaire; he made a name for himself as this anti establishment figure and he cashed in on this notoriety to become an international celebrity. (This is not that different from artists who denounce big corporations and then attend events sponsored by big corporations.) Candide itself was a major bestseller in its day. Unfortunately for Voltaire he did not reap the financial awards as there was not much in the way of effective copyright laws in the eighteenth century. Before the nineteenth century almost no one was able to make a living from being a writer.


3. Do you know, or have any guesses, as to which STD Pangloss is talking about in this section?

"O my dear Candide, you must remember Pacquette, that pretty wench, who waited on our noble Baroness; in her arms I tasted the pleasures of Paradise, which produced these Hell torments with which you see me devoured. She was infected with an ailment, and perhaps has since died of it; she received this present of a learned Franciscan, who derived it from the fountainhead; he was indebted for it to an old countess, who had it of a captain of horse, who had it of a marchioness, who had it of a page, the page had it of a Jesuit, who, during his novitiate, had it in a direct line from one of the fellow adventurers of Christopher Columbus; for my part I shall give it to nobody, I am a dying man."

Dr. Pangloss has syphilis, a “popular” disease during the eighteenth century. Voltaire goes with the popular assumption, still being debated to this day, that syphilis came from the New World. Notice the clergymen involved in this "genealogy" of transmission. You have a Franciscan giving it to Pacquette. (One assumes while doing other things besides for confession.) And you also have a pedophile Jesuit. Voltaire sticks all sorts of subversive material most of it between the lines to avoid censors.

4. Kant praises Frederick II for the tolerance within his country. Was he Kant's patron, or was Kant giving him acknowledItalicgment and using the state as an example simply because it was a good example at the time?

One assumes that Kant had Frederick II of Prussia in mind when he talked about the tolerant ruler. I do not think that Kant was directly funded by Frederick II, but Kant was a professor at the University of Konigsberg, so he was not in a position to mouth off against the government. Voltaire actually was personally very close to Frederick II.

5. In Kant's essay when he is discussing how the restrictive phrase "Do not argue" always comes up in the context of everyday relations with others, he says, "Only one ruler in the World says, "Argue as much as you want and about what you want, but obey!" Who is the ruler he is referring to?

I assume that he is referring to “Reason.” Reason is the authority against which everything must be judged. We have been discussing the move away from traditional authority based on ancient books and religious leaders. This essay by Kant is one of the classic statements of this transition.

6. Ok, maybe I'm not understanding the reading correctly. But does Kant believe that there should be no government because government obstructs/discourages our ability to think and reason? And that Enlightenment can only happen when people go against their government (aka "emergence from his self-impost immaturity")?

As we have already seen, particularly with Rousseau, the Enlightenment search for liberty has an ironic tendency to turn into apologies for authoritarian forms of government. If you read carefully Kant is mainly interested in religious freedom, political freedom seems to fall by the wayside. This is particularly important within the context of Frederick II, who was very tolerant in terms of religion but maintained a highly authoritarian regime in all other regards. As one Enlightenment philosopher commented: your Berlin freedom consists of saying any nonsense about religion. Let someone stand on the streets and talk about liberty and you will see that you live in the most oppressed land in Europe.
Kant’s emphasis on Duty is also going to have repercussions in terms of individual freedom as nineteenth and twentieth century German history will show.

7. Has enlightenment, as Kant describes it, ever been achieved? He warns that it is a slow process, because if it happens too quickly, the masses will cling to a new set of prejudices and never work past their "immaturity." I cannot think of a time when there was not some sort of great unthinking mass, as Kant call's the general public, clinging to some sort of prejudices or popular ideology. What are your thoughts?

As Kant states: "Do we presently live in an enlightened age?" the answer is, "No, but we do live in an age of enlightenment." I do not think that any era could ever live up to Kant’s standards. Being an enlightened individual, committed to challenging authority and finding things out for oneself is difficult; the alternative is just so tempting. This is one of the first things that one has to realize when trying to follow this path. If you think that it is some slogan you can choose to adopt you are probably not one of the enlightened. Enlightenment is something that only a few people in any generation could ever hope to achieve.
